'0000' steel wool works best. That will clean off the rust and then just wax it for protection.

I just use a wire wheel on a grinder to get the rust off. Works great.

go under you kitchen sink and pull out an SOS pad, it steel wool with a detergent on it made for scrubbing pots and pans. i have honestly never used anything better for cleaning rust off of chrome. it will get ANY stain off the chrome and not leave a single scratch.
