Here a DIY. (http://pavementsucks.com/tech/towhook.php) You might find a set on there. Or ebay. If you got to the dealership get ready to pay!!!
Wow, if I got a dollar for every time someone posted that link...
. Anyway, you can check ebay under Dodge tow hooks and shouldn't have any trouble finding a set. They bolt right into factory holes with very strong hardware.
On the back, if you have a class lll or lV hitch you can get a holder with a D-ring to go into the reciever. The factory bumpers are NOT good recovery points!

The OP has a sport model truck, the DIY that was posted will not work unless you cut a couple of holes in your bumper. I also have a '99 with the sport package and I've been looking for a way to install tow hooks up front. Seems like the only way to put tow hooks on a sport model is to get a bumper off a truck with the "off road" package.

You have to trim the plastic back but they fit nicely. If you buy a set of new hooks the instructions come with measurements and templates so you can do the same job the factory did. Somewhere I still have the instructions, and when I did the install in PS it was mentioned in there. If you're careful and use the recommended tools, you won't need a sport bumper from an off road
EDIT...FRELL! Can't find my instrutions...won't be tonight.
