Default california emissions recall 893 PCM

Hi All,
I own a 2001 ram 1500 quad cab 5.9L v-8 auto 4x4. I am having surging problems with my engine in all different scenarios,it just revs up and down at will, along with this it occaisionally shifts hard .

My local mechanic checked it for codes, cleaned the throttle body, checked for vacuum issues to no avail. he then went to ALLDATA online a mechanics site for recalls and the like. Well a recall called California Emissions Recall No.893 popped up it states in the notes: and I quote "this recall applies only to the above vehicles equipped with a 5.9L engine ("Z" in the 8th vin position),an automatic transmission and a California emission control system(sales code NAE) built through february 17,2000(MDH0217XX)

My question is I have the 5.9L auto , the Z code in the 8th pos.the part numbers(the PCM module) referenced as bad match, and the listed issues caused by the bad module match my problems,WELL how do I know what kind of emission control system I have and better yet how do I know my build date.

My local dealer Florida is telling me they have no recalls for this issue therefore My vehicle must not fit the criteria, how do I get info to support the recall issue or find out that they are being truthful.

On your radiator support you will find an emissions sticker that shows routing and such. If you read it, it will state whether or not you have California emissions. You can find the build date on the inside of your drivers door and it will have what month and year your truck was built along with a bunch of other info.
