Default Bogging down on acceleration? NON DODGE!

ok so my neighbor has a 93 Grand marquis, well when you give it gas, from a stand still it stutters and boggs down and it finally gets up and goes after like 3 ses. any idea what it might be?

My first guess is TPS. Back when I was trying to fix a misfire issue, before I figured out it was the tune on my Flashpaq, I unplugged the TPS once. It did exactly what you describe here.

if you mash the gas easy, does it stall. and if you mash the gas hard, it sort of bogs down and then hauls *** ? if so, probably vacuum leak.
