Then you need to find a '99-up Sport model. That's factory. His has the cutouts for the optional factory tow hooks. Mine doesn't.

An "option" only if the truck is a half ton with the off road package. It has always amazed me how/why Dodge produces 4 wheel drive trucks without some sort of tow point in the front (some 3rd gens don't have them either). Hell, most passenger cars I see driving down the road have more tow hooks than a Dodge truck
