The O2 sensors don't really matter for starting, but it will make a different in MPGs and power after the 3 to 5 minute warm up, or "open loop mode".
Which O2 sensor was it? 1996 was the first year they started switching to OBD II (or at least a hybrid OBD I/II system), do you have one or two O2 sensors? One should be in or before the catalytic converter, and if you have a second, it'll be after the converter.
The IAC valve can easily be damaged. Cleaning the port it goes into sometimes works, but cleaning the IAC itself, especially if you move the plunger, will usually damage it (if it isn't already bad). About $40-$50, depending on which local auto store you get it from. Advance was the cheapest I found it around my area at about $42, Borg Warner (usually decent stuff). Rock Auto has a Standard Motor version for $31, but they also have $7 for shipping. Its up to you whether $4 is worth the wait or not.
Avoid Autozone and any Duralast crap.
