quick headlight question

Default quick headlight question
just picked a up a 99 sport

is seems both the low and high beam bulbs are on when i turn on the headlights ,

the bright change when i put them on,

there should just be the outer bulbs on correct?????

Just the outers with the dims, both with the brights.
