Default HELP tranny or torque converter

I have a 1999 dodge ram 1500 it shifts fine in all gears, when its in drive about 20+ mph the rpm's are at 2,000 to 3,000 when i push on the pedal. It apears like a lack of power when it excelerates . I've already changed the fluids and filter there was only minute fragments in the pan and the color was a dark purple....it just whines at 25 so it cant upshift to drive anyfaster next step i believe would be to take the govenor valve out and see if i can clean it and inspect the vb...any help will be much appreciated to fix my truck cause its bin sitting for over a year now and im at my witts end about it. If im looking at the wrong end here let me know if its a sensor that is causing this instead of the tranny......would adding some translube by lucas work??? could it also be the torque converter not working , dont think the cat is plugged cause i had my son hold a dollar bill over the exaust and it didnt suck it in......

first of all...NO ADDITIVES...obviously there is a problem and you dont want to mask it.

second...not the torque converter.

is it throwing any codes???
