Default CEL should it come on when ignition is "on"?

Hello fellows. When I turn my switch to "on" should the CEL come on? Mine doesn't come on and I thought it should with the ignition switch turned on. Thanks for your time!! 2001 1500 5.9L

Most definitely it should be on. your bulb is most likely burnt out.
