You can use it, just DON"T use the red stuff!!!
I'd also verify that your torque wrench is calibrated correctly. That might be more telling than anything. Also, you didn't use any odd extensions or sockets did you? Things like wobble extensions, etc. can give you funny torque readings.
And just to verify, you went 21 ft/lbs. and not in/lbs, right? I've had a brain fart or two in my time.

cleaned everything up and applied a lil bit of blue locktite, as suggested and it seems to be holding. will try to figure out how to make sure that the torque wrench is calibrated correctly as not sure how old it is or how much it may have been banged around so that could be a factor. and made sure i didnt inch/lb. it by getting the in/lb torque wrench out of my reach before i got to this step. yes, ive had brain farts as well *L*
