My cap was loose for a little while till I discovered it during replacement, there was no harm done, but highly not recomended and potentialy dangerous

id def fix it, because even if it rains out theres potential to get water on the dizzy. so better be safe than sorry

get some good penetrant on the screw and back it out... you could always retap the hole if you strip it...one size larger...
