Default No power to fuel pump but power to float sensor

I have a 94 dodge ram 5.9 liter v8 2500 and the other day i was running low on gas when my truck just turned off. i figured i pushed my gas limit too much. so i put in gas as i have done before and still would not start but did turn over. replaced the fuel pump with a new one which i didnt need to to do. then after rechecking my relay fuses i realized that i did not have power to the pin 86 terminal when i turned on the ignition switch. then next thing i think is to replace the computer control module. any recommendations?

According to the Haynes wiring diagram, the ASD and Fuel Pump relays are both fed by the same circuit. Check fuse #9 10Amp. to see if it is good. If you have voltage at pin 86 on the ASD then you have a wiring problem going to the fuel pump relay pin 86.

The wire color shown is light green/black. The PCM computer controls the ground thru pin 85 on each relay. It grounds that part to turn on the relay.
