Default transmission down shifting problem

Ok
I have a 1996 dodge ram 1500 4x4 with the 5.2l
issue:
when i first start the truck and put it in drive, the transmission hesitates to shif into 2nd gear, once it shifts into the rest of the gears, it will downshift to 1st gear again, it will even do it at highway speeds.
Although, once the transmission shifts properly thru all the gears, the transmission functions properly. Once i shut off the truck and start driving again, it happens all over again.
I had a technician hook it up to his scanner and as we drove he noticed that the scanner was reading the governor pressure solenoid was showing 1100 psi when the problem was happening, which he indicated it was to high. After the tranny started shifting properly, it would show pressure of 6-8psi to shift to 2nd, and 10-12psi to 3rd.
Would you think that the governor pressure solenoid and switch have gone bad or the internal wiring harness has gone bad.
Next question? how difficult is it to replace those components if it is the issue?
Thanks
Chuy

How difficult are they to replace, i was informed that if i have to replace them, that i might as well rebuild the tranny at that point.

thats not the case at all...the governor pressure solenoid and sensor (wanna replace both at the same time) are around $100 for the pair. they are pretty simple to replace. i even think theres a DIY with pics on this subject as well. it mostly just involves dropping the pan and removing the filter and some other bolts. not even close to rebuilding the tranny at all.

Really, thats awesome. I have been looking at the ATSG manual and couldnt find anything about it saying the removal the solenoid nor switch, so i was kinda stumped. I will read into it a little more and see if i can find something on it. If not, hopefully someone sees this and can post some picture of its locations so i can do it myself. I wish i knew more about automatic transmissions.
Thanks

look in the DIY section, i do believe in one of them there is one on the governor pressure sensor and solenoid removal and installation.
