found a ram 1500 4x4 ext cab with 5.9L its at a car lot for $4,000 because the engine is blowing clouds of white smoke--so he says, wouldn't start for me
said the heads were replaced and it still blows smoke so he suspects a cracked block
has 190,000 mi on it

Find another truck perhaps? But, if you want this one, go for the Jasper, they make good stuff. I'm just concerned w/that many miles what other problems you could have w/the truck, after you sink the couple grand in the motor.

Are you going to keep it mostly stock and emissions legal? If so then I'd say either get one from a junkyard or go with Jasper. I priced magnum 360s in my area and out of crashed cars with perfectly running engines they're going for $800-1200.
