Check the wiring harness to the IAC??

Use the Haynes manual for voltage reference and check the IAC pigtail and the TPS pigtail. Then back probe the pigtails with them plugged in to make sure they are showing the correct voltages.
It is not uncommon to get a bad sensor right out of the box.
If the TPS was faulty then the PCM wouldn't know where the butterflies were at when you let off the gas and could explain the IAC opening up all the way.
If the IAC was faulty then it could plug up or open up at the wrong time.

You can use the Snapon tool to read the voltages when they are plugged in, but I don't think that it will read the pigtail voltages when the sensors are unplugged. You'll need a multimeter for that.

 

thanks will do...the harness is fine correct voltage n all...ill look more into tps...it would make sense if the tps thinks im at 3500rpm than iac would open to help it reach it...thanks...
