If they screwed around with the distributor when installing the motor, the fuel sync might need resetting. And try unscrewing the pre cat o2 sensor and see how it runs. Unplug it,unscrew it, plug it back in, leave it hang.

I do not know if there is a proceedure for synchronizing the fuel timing, but setting the ignition timing was one of the things I did just before it started running much better. I think it runs fairly well now, we cut some doughnuts and tore up the pasture yesterday. Its black tagged for now, so I have not been down the highway yet. My son will not be able to drive it until next year so we will see how it goes then.

It's done with a scanner, not by moving the distributor. Both my 98 and 2000 have a notch in the base of the dizzy and a tooth (for lack of a better word) in the hold down plate. If you loosen the plate slightly and rotate the dizzy, you can feel it. That's where it needs to be. Then the scanner does the rest.
