Default Brights/Fog Lights don't work

Hey guys, Have a 2000 Ram 1500 4X4.
Recently my fog lights went out, followed shortly there after by the brights.
Low beams work like a champ and when I click on the Highs it seems that the lows get slightly brighter as well (normal?).

I've changed the bulb and relays but still no lights.
I did notice that on my low beams one of the wires running to it had been cut so I spliced it back together, still no help.

Any ideas?

When I flick the switch to turn on brights, the cluster shows the brights icon light up as well the pull switch for the fog lights light up when they are suppose to be on.

I'm guessing a bad ground somewhere... but these two share one? I know when brights go on, fogs go off so I guess its not too far fetched to think there could be one wire screwing me on both.

Theres a large ground lug stud under your battery box almost hidden by your cruise module (if you have that). Mine was pretty corroded from battery overflow when I redid my inner fender, so I can only imagine in a salt state what yours might be like.
