airbag light on a 01 ram 1500 with the 5.9L

Default airbag light on a 01 ram 1500 with the 5.9L

So I've searched and I've read about people having issues with the light staying on and they recommend replacing the clockspring if the airbag light is on, no cruise and no horn. Well with mine I have the airbag light and my cruise doesn't work, the horn still functions fine. Any ideas? I've also noticed that someone pulled the two fuses that control the airbag, am i safe to replace the fuses or is it going to blow?

If you are worried about it, disconnect the negative battery cable and turn the headlights on for a few seconds, before checking the fuses. And just because the horn works, does not mean the clock spring is not faulty.
