It should have a block heater, if not its a really easy install. Cummins Diesels use a heating grid in the air intake rather than glow plugs. It works very very well for starting on cold days. My Dad's business had a 2002 24V Cummins that would start in northern WI during the winter without being plugged in.

If it is really cold you may want to use a diesel fuel additive such as Power Service to keep the fuel from jelling, and to keep water out of the system.

Also, DO NOT run a diesel out of fuel as it can cause issues (May not start back up without work).

Most people (including myself) avoid vehicles with problems as they may be hiding other problems. If the truck runs and drives fine then it will probably be just fine.

Maybe the way to go about it to get an honest answer about mods, is ask the dealer what mods it has, because you will need more power than stock to pull the trailer. Maybe you can trick them, haha.
