Default Sound like a torque converter?

98 Ram 1500 5.2L 110,000miles

On decent hill the truck will hold itself when I left off the brake. But when on a flat road and the light turns green I left off the brake and the truck barely crawls forward. However, tap the gas and she'll pull hard like always. Gas mileage turned to shiv too over last month. (16mpg to 10)

WOT the tranny shifts cleanly, no hang ups or grinding. It will however 'break free' of the tranny sometimes under WOT and the engine free revs (JUST like pushing the clutch in on a standard). Let off the gas, it reengages and you can WOT again. This happens rarely though.

Sound like a torque converter or a tranny/band adjustment prob?
