Question winshield Wiper Help

I have a 97 Dodge ram that the wipers will not work.I had the motor replaced and the wipers went up some and back down and that was it.Took the wiper arms off and everything seems to be moving just fine.So put the arms back on and again they went up and back down then once again after that it didnt do anything.The fuse is fine.Any Ideas?

are you saying the wiper post action works properly with the arms off, and then loads down/bogs/stops with the arms on?

is it doing the exact same thing it did before the motor was replaced? sounds like maybe the motor wasn't really replaced...

you can check for 12 volts at the wiper motor.
you can run the motor with linkage not attached.
you can run the motor/linkage with the arms not attached.
or run the whole show.

there's about 4 wires. low speed, high speed, park circuit, and ground. check for voltage on the blue? wire which is park circuit. its supposed to have 12v whenever low or high is on, and its somehow responsible for stopping the motor only when the arms are down. it might be out of whack.
