Do we have in our vac system? 1 at the firewall 1 at beside the intake (passenger side) 1 transmission vent. 3 total by my count. Repaced all of them still have "wacky vents".
In that case, you've got some compromised vacuum lines, probably, or perhaps a leaky vacuum motor. The most commonly leaky lines are between the transfer case and the CAD, and second most common are the cruise control lines. After that, it/they could be anywhere. It's time to isolate and hunt.
EDITED TO ADD: Even a perfect system will show some valve flapping. Put a perfect system into a long tough grade and at some point the vents will switch -- that's normal. If it's happening very soon after getting into the low manifold vacuum operation, then it's likely a leak.

check the evap can unfortunatly for us the vac valve is exposed to the dirt and salt and anything else off the road and they get plugger i normally blow mine out with the air gun and its good until i play in the mud again. lol but there are actually 7 there 3 under the dash (about 1% chance its that.) 3 your listed 4 on the evap can two in the gas tank and filler neck and one that is hooked to the fuel rail on the 97s and the passanges fender on all other years.
My CAD worked flawlessly when my CAD lines were leaking enough to screw with my vents. Replacing those lines (after a shop broke 'em) fixed the vents right up.
