another way to consider it, is the percentage of change.
adding 16 inches of tire rotation to a 94 inch tire is about.... lets see 16 divided by 94, help me out Jethro - naught from naught = naught, carry the one... = 17 % increase. that's a lot of torque sucking loss. i think you'll feel it directly in the seat of the pants if you change the tire size.

regarding actual towing weight, i suspect its a combination of many factors, but mainly safety related - strength of the frame, hitch, BRAKES... mostly brakes, lugs, and as said - wheels too.
