OBD II conntector no link
Been away from the forum for a while (work).
I went to get the truck inspected today and was told that the obd2 connector wasn't communicating. Hooked up a scanner to verify, and sure enough, "No link".
So far Ive checked all relevant fuses (far as I can tell anyway), and checked the connector with a test light against the pin-out in the FSM. Everything seems to check out good (power is where it should be, grounds are working).
I've never been much of an electrician, so I'm at a loss for this one.
Ideas?

make sure the tech is turning the KEY FORWARD ALL THE WAY. sounds silly but it happened to me at O'reilys auto. The O'reilys employee said his code reader wasn't establishing a link, I said ok then jumped in the truck to leave only to find out that the key hadn't been turned forward all the way. Not to start just before start.
