Default hood issues

Ok so my hood has issues...on the passenger side at the hinge one of the metal pieces that, apparently, holds the hood back on the rear of the engine compartment is broken and the hood leaps out at me when i open it. Do i need a new hinge or a whole new hood? Also it wont latch shut like it sits just where it will raise like maybe an inch but then it wont open completely either. help please

Know anyone that does welding? Looks like it may be possible to fix it that way. I could be wrong though...

I can't tell from the pics if the hood itself is damaged or not. If it's not, just get a hinge from a JY near you. And for the hood latch, you should call the dealer, because there is a recall for it. Fix the hinge first though.
