Oh, and the reason it responde better to mods is because if you put 1.7RRs on it, the lift increase rom the rocker arm ratio bump will be greater in a cam that already has higher lift.

This is an issue I see in the vw forums alot... also flat tappet cammed vehicles should have special oil or at least an additive that included things like zinc to provide better lubrication... many dont know this and use modern oils which have most of those lubricating properties stripped in an effort to make it more emissions and cat converter safe... so yeah a lot of those used cams are toast.
very true but combine that with a more aggressive cam with more lift and you have even more response so....
if i was going through all that effort, there is no way I'd mess with that particular cam..
you'd want to do it right, right? that means new lifters, new bearings, new lifter rods, and obviously new gaskets.. that is around $300 by itself.. a new cam can be had for another $300~$400- and in a sausage profile (down low), 201x (low to mid), 205x (mid to high) or a floggin' 210x or higher for straight up high rev ridiculousness.. The '18r would hardly be worth the effort is what I'm getting at..
