How do you do this safely

Disconnect negative battery cable first. Get a rag and hold it over the valve on the fuel rail and press the valve. For a more detailed description, get a Haynes and download one of the service manuals from the FAQ/DIY section.

you can also pull the fuel pump relay and start the truck. It will run for 3 seconds and die. this will take all the pressure off the fuel rails. much safer than pulling the fuel line.
