Default Noise Under Hood and ABS, HELP!

I have a 1998 Dodge Ram SST, 2wd, automatic. When I turn the ignition to "ON" ( not all the way to "start") there is a weird noise like "whirrrrTHUNK" coming from the engine compartment. It is like an electric motor shutting a valve or door. The reason I ask this is because sometimes it does not make this noise and then my ABS and Brake lights come on and stay on. When it does make the wierd "whirrthunk" noise and I continue to start the engine the ABS and Brake lights do not come on. Sometimes after the 3rd or 4th use of the brakes they will come on and stay on until I stop the engine. On the next restart they will be off but only if I hear the "whirrthunk" noise before continuing to "start". I can't take it to the dreaded dealer to be diagnosed until next week and am wondering if anyone might know what is going on. My speedometer works correctly at all speeds, I cleaned off the RWD speed sensor and connections, I have replaced the brake pedal switch, brake fluid is up to the top, all brake pads were recently replaced. any ideas?????

Does it or did it use to have a power antenna? Thats the only thing I can think of.

No, no power antenna but the whrring noise is simular. The "thunk" at the end is very pronounced, you can feel it in your feet, I am taking it to the dealer tomorrow, wish me luck!
