I know this is might be hard to believe, but a Haynes manual has a pretty damn good test procedure for the IAC. And on a side note, cleaning it is not always going to work.

I know cleaning it doesn't always work, that's what happened to me. I cleaned it and still had the same problem so I replaced it. Cleaning it is a good start though.
