Default how to measure exhaust diameter

So I am looking to run a cut out before my muffler as I had cut my muffler out to make it loud but with towing the droning sucks. So, when I measure my exhaust I measure from the outside to outside right. and say outside to outside it is 2.25" i believe, then I have to get band clamps that are 2.5"? or if the clamp says 2.25" it means that it is made for 2.25" or 2"? Also, I have heard that if you use some high temp sealer something to get rid of leaks.

If you have 2.5" pipes, buy the 2.5" clamps. Same with the other sizes, 3" pipe-3" clamps, etc.
