Default turn signal hissing

Hey guys, I replaced a bulb in my right front turn signal yesterday. Since then, it makes a cat like hissing sound under the steering column. I did replace the pigtail for that bulb about 2 months ago, but no issue since then except for this. The signal light indicator comes on solid & half dim, and the hissing sound is persistent. The left signal works fine. Any idea on this odd issue?

Remove the covers off the steering column and see where the short is.

Make sure the blinker fluid supply is full, if not air will cause a hissing.
LOL

I had to say that before some one else did.
