Default Transmission not shifting

I have a 97 Dodge 1500 2wd 318 engine.

The transmission when in drive starts off in third gear.

I can manually shift to 2nd and it will take off in second and I have to manually shift to drive or 3rd.

I have no low gear automatically or manually.

I do have overdrive and converter lockup.

The kick down cable and spring are intact and adjusted properly.

Anyone have any suggestions?

I'd also pull the pan and see what it looks like in there.

Thanks for the info. replaced the governor solenoid and relay and everything is ok now.
