You don't think what is welded now? the bracket? Now that I look at the pic again, it looks like where those two holes are is where the bracket WAS welded, and broke off. You are right, if that's what you are saying.

Yep....That's what I was saying. But the question now is, how hard a jump does one have tom make to knock it that far off OR what is not lined up well. Shouldn't have been under that much stress to break loose around the welds. And trying to reweld rusted sheet metal that thin is not a likely prospect for success.
