Horn/Cruise-Clockspring?
My second issue with this 98 12V 2WD Cummins w/AT. The cruise powers up but won't engage, and the horn, initially, took some doing to hit the button "right", now its DOA, checked fuse/relay and horns themselves, all working. Feels like no contact or switching going on in there. I looked around a bit and the clockspring was mentioned in a few posts, is this a likely cuplrit for both problems? I did pull the cover and made sure the plugs were in, but didn't want to get too creative with the airbag in hand, even with batt's disconnected.
I had a no horn problem a few weeks back. Turned out the relay was good , but was not making good contact when plugged in. Gave the spades on relay a little bend, reinserted, had horn.
Found it out by dumb luck, wiggling the relay while holding horn down. Whether your two problems are connected or coincidental, I don't know.

i had a no horn and no cruise problem in mine for the longest time. it was the clockspring. had it swapped out, everything worked for a while, then my cruise quit working, but my horn was still good. doesnt bother me any lol, dont use cruise anyway
