Headlight Issue

Default Headlight Issue

I have a 01 dodge 3500,
Other day i finally decided to see why my headlights are so dim.
I noticed that my headlight sockets have 12v in all three leads when the switch is turned off, key off, headlight switch is out.
Are the headlight leads(all 3) supposed to have 12v on them all the time?
I was thinking well maybe the headlight relay is stuck open, or i have a loose ground or something some how somewhere is crossed?

A easy check would be the relay but I can not find a head light relay Anywhere!
Any suggestions would be helpful
