Depends...there are standard gear drive kits (which are loud and cost less), and then there are "quieter kits" (which are quieter but cost a lot more). Even the quiet kits have a good amount of whine.
Are you putting in a large cam? I'm just trying to understand why you'd need a gear to gear setup on a street vehicle. I'm assuming it's a street vehicle, as you are concerned about noise. A double roller chain setup would be much better (and quieter) if you're not building a race motor...not to mention cheaper. Just a thought.
