Never had to replace throttle cable - so don't know. I would think it would be pretty simple. May have to check the FSM.

A little rain may not create an issue as long as there is no corrosion inside. I would clean them and give it a try. Cheap fix if they work and not too long to do it.

And air in cooling system could effect idle I suppose. As PCM adjusts fuel based on waht it thinks the engine temp is, I can see that it may not be injecting at the correct rate. So burping may not be a bad idea.

when you changed the icv did you clean the port in the tb it may not be seating correctly if not happened to my old ram
