wont start when wet

2001 ram 1500 will not start durring heavy rain. it useto take a few tries starting before it would go and it would put, put a bit and not have power. i could accelerate slowly at no more than 3K rpm and if i went over that the engine would stop making any power. after driving for awhile then it would run normally. last night i had to move this truck due to snow plowing and it would not start. also when i was trying to make it start the starter stayed on. i removed my key and stepped out of hte truck while the starter ran for about 40 seconds untill the battery was unable to continue. i ended up dragging the truck down the block out of the snow plow zone and this morning it started up with out issue.

what can cause this?

Distributor cap cracked, allowing moisture in.

Ign key switch is where I would start. At least it did not start with the starter continuing to run, that can make a mess of things fast.
