You can get an antifreeze tester at Autozone or other parts store for cheap ($3-$5). Best to get one and check to see the mix. If it does freeze it can crack the block or something else. Water expanse when it freezes.

Couple of things....75/25 provides less protection thatn 50/50 mix. So you need to get the mixture correct.

Yes, the water around the tstat can freeze, but even if stat doe not freez shut, ice prevents water form flowing to it.
