Smile Electric radiator fan: when does it come on?

Fairly new to the Dakota.. just bought a 2000, 4.7 in Nov 012,, so now noticed the radaitors electric fan is not working at all... I tested by jumper off battery at the plug in connection.. didnt run.?.. so I assume the fan motor is bad.. When does this ELECTRIC fan work ?
When the AC is turned on every time?
Or just when sensor says engine too hot ( mid summer etc)

Is this a stock fan set up? Not familiar with Dakota set up (this is a Ram page - no pun intended). Some of us have modified ours and installed e-fans, but they are controlled in different ways. Mine comes on at 195 degrees OR at any time AC is turned on.

May want to post in Dakota forum page if it is stock set up.

Coolant temp reaches a certain degree and always when AC is on
