temp issues. among other problems

replaced the water pump, bled all the air out, tested the radiator, and still goes to 250. my only options at this point is a blown head gasket, or clogged artery somewhere in the block.

Try putting a pressure tester on the radiator and start the truck up. If you notice the gauge on the pressure tester rising very quickly, you likely have a blown head gasket and/or cracked head.

Wouldn't you have coolant in your oil (milky looking oil) if you had a blown head gasket and/or cracked head?

Still sounds like a defective thermostat. Try another one or test it in a pot of water with a thermometer.
