Instrument Panel Routing - above / below steering column?

Default Instrument Panel Routing - above / below steering column?

I am the process of 'restoring' the interior of my Ram. This has included tearing apart the dash and replacing the heater core (what initiated the current effort). I am almost done but realized I failed to take pictures of the proper wire harness routing on the Instrument Panel metal retainer/bracket assembly. Can anybody help me - I need to know if the harness should be routed above/below the steering column. I seemed to remember above, but wonder if it would work better if it was below - but I don't see any attachment points to hold up the wiring harness at the steering column. Maybe I am blind. Thanks for any help.

This is my first post. I am not sure how to do a signature - so hear is my truck info.

2001 Dodge Ram 1500 Club 5.2L (jasper) and rebuilt trannie (not me) and exhaust system.
