5.2 starting problems

At my work we have an automatic 2001 1500 with a 5.2 motor. The truck has been having problems starting for some time now and heres my description: after the truck has been sitting for a couple of hours i'll go to start it and get 1 "wrr" sound from the engine as if the battery was low/dead. It seems like the engine only does 1 rotation or something, but after several times of trying to start it and getting short "wrrrs" it will fire up, it has never NOT started with these symptoms, it will always eventually turn over. It also has not made any significant starter clicking or alternator noises. After starting the truck the problem will not arise till it sits for an hour or so. I have not pulled and bench tested the starter but i did do a starting/electrical test with a handheld module from NAPA and that told me that: the battery was good and measured at 12.57volts and 731/750cca, it said the starter was cranking at 11.21volts in 0.92seconds, and that the alternator loaded was charging at 13.76volts and with no load at 13.81volts. I changed the starter relay in the PDC with the same result. i have also sanded the grounds and terminals and noticed very little to no corrosion.
a few months back i took the truck to get a tune up and the mechanic told me that the fuel pump line was not holding pressure after sitting for extended periods of time. now it may seem that i have just answered my own question but this has been an argument i have been having with my boss (the actual owner) since we got it back from the mechanics a few months ago (it was having problems starting prior to the tune up but the boss only wanted to pay for a tune-up)
does this sound like a fuel pump problem? i have also heard it could be the park/neutral safety switch? or could it be something else?
