vaccum actuator
So my 4x4 has never worked since i got my truck my t-case locks in and I have vaccum. Should I pull the actuator and see if that moves? Or pop the diff cover and see whats goin on in there?

next verify that when the tcase is shifted to 4wd - that it spins the front drive shaft. the safest way to do this is to put the truck up on 4 jack stands or a lift.
next, when in 4wd, try to spin the passenger front tire by hand. if the cad is engaged, then you'll turn the diff. if the cad is not engaged, it will spin freely, which means you have no 4wd.
next, label the vac lines so you don't get them mixed up. verify you have a strong vac on one line in 2wd and on the other in 4wd. if you don't - stop and fix this. don't go any further until you fix the vac.
next, spray the 4 little cad bolts with lots of pb-blaster and let it soak. they like to break off. remove the cad cover and find the fork. with truck running, vac lines connected, and a helper at the tcase shifter. in 2wd - see the fork move one way. in 4wd - see the fork move the other way.
other than to change the oil, there is no reason to remove the diff cover. nothing there except big heavy parts that spin.
