Default 46re transmission

I am having a problem with the transmission staying in limp mode. I was advised that it sounded like a wiring problem, a wire shorted to ground etcetera. I checked the wiring with the battery disconnected and the governor pressure sensor pins 1&3 or 2&4 I don't know which are which, but they are shorted to ground when the PCM is connected. Is this the proper readings. The trouble codes are p0711 p0713 and p1763.

P0711 Trans Temp Sensor, No Temp Rise After Start

P0713 Trans Temp Sensor Voltage Too High

P1763 Governor Pressure Sensor Volts Too High

Check the wiring/pin connections with the wiring diagram in the service manual.
