Default Hole in accumulator

Is this semi circle hole supposed to be here? 2001 1500 4x4 5.9(g) 86,000 miles on it. Lost 4th gear. Burnt clutch packs and steels. It's been sitting for a year have the performance parts for rebuild on the bench now.
Same question.
