It might. But it might still give a signal that reads -40 degrees. It's simple enough to test both without looking at live data feed. Disconnect the purge valve to manifold connection and plug the vacuum leak to the intake. See if the issue goes away. If it does, either the Intake temperature sensor is sending a bad reading, or the Purge Valve Solenoid is stuck.

Injector cleaners like Tekron or Lucas through your tank work good.

You don't happen to have a scanner that can display Live Data, do you? If so, would you mind checking the Long Term ADAP and Short Term ADAP (Dodge speak for Fuel Trim)...also the 02 Sensor voltage (it should be oscillating.)

02 b1 0.120 to 0.960
b2 or rear 0.120- 0.140

To me it seems like your fuel trims are off. They are suppose to zero out each other or at least really close

OK. Is the engine warm? Your fuel trims should be closer to zero, BUT 6.3-10.9 isn't terrible. It just means that the STFT is trying to compensate for a lean condition. The LTFT will eventually catch up to the SHFT. LTFT is almost like a longer term running average. And I'll assume that is at idle? See what happens to the fuel trims when you push the gas pedal down. See if the SHTF goes below the LTFT...or at least goes near it. If it does, there is most certainly unmetered air getting into the system, and causing the O2 sensor to richen the system. When you press the gas pedal down, the small vacuum leak will be a much lower ratio to total air, and the STFT will go down.

If STFT doesn't go to 0, or close to it, when you mash the pedal, definitely check the purge valve as I detailed earlier.

You're correct. 0 is the baseline. A positive value means that the ECM is trying to richen the mixture, by xx% So, in this case, nearly 10%. If it's a negative number, it's trying to reduce fuel/air mixture by xx%. Some older cars will not change the LTFT until the mixture has reached 14.7:1. It waits for the mixture to reach that ratio, then moves it back to the new baseline.
