Both headlights out 99 Ram 2500

Both headlights out 99 Ram 2500
Neither headlight works, hi-beams or low. Checked bulbs, wiring to bulbs, fuses, and under the steering column (I heard tilting it up could pull wires out on occasion). Tried disconnecting the battery to maybe reset something. Nothing. Not sure what else to look for. Nothing looked broken or worn out.
