In the pictures are a bolt and a stud. Both are below the ac pump. The bolt holds a bracket on a steel tube, with a rubber hose connected to it(presumably a heater hose). When I tighten the bolt, it doesn't want tighten all the way, leading me to believe that something else goes on this bolt(one of the grounds, perhaps).
The stud holds at least one ground, possibly 2(1 if one of the grounds goes to the previously mentioned bolt, 2 if not).
Am I just doing something wrong with the bolt? Should it tighten all the way with only the bracket for the water tube? Is there a ground for the ac pump that goes on that bolt(haven't checked that out, yet)?
I stupidly didn't take a picture of the area before I disassembled it 8 or 9 weeks ago.
Any help is appreciated!

Try squirting some penetrating oil in the hole and put antiseize on the bolt after you wire brush the threads. If it still won't go in, buy a thread tap and clean the threads in the hole.
