Default Rocker Arm Torque?

I removed the stock rocker arms on the # 2 cyl. on a 5.9 V8 to check cam lift off the push rods. I assume each rocker arm should be re-torqued on the round part of the cam as there is no other way to adjust lash that I can see. Am I missing anything?

From the FSM: (3) Install rocker arm and pivot assemblies in the same order as removed. Tighten the rocker arm bolts to 28 N·m (21 ft. lbs.) torque.
